Job Description

Alcott Global is retained by a global transport and infrastructure company to search for a Vice President Global Procurement role based in Singapore / Dubai.  


The Vice President, Procurement is responsible for leading the regional procurement and strategic sourcing function across a diverse portfolio of transport and infrastructure projects and operations. The role will develop and execute procurement strategies that deliver sustainable value through cost optimization, supplier performance improvement, risk mitigation, contract excellence, and supply continuity.

The VP will partner closely with executive leadership, project teams, engineering, operations, finance, and commercial stakeholders to ensure procurement activities support both large-scale capital projects and operational requirements. This leader will drive global procurement transformation, strengthen supplier partnerships, and establish best-in-class governance, processes, and digital procurement capabilities.

Key Responsibilities:  

Strategic Procurement Leadership

  • Develop and execute regional procurement and sourcing strategies aligned with business growth objectives across the global business. 
  • Lead category management strategies covering direct and indirect spend, including construction materials, engineering services, transport systems, infrastructure equipment, MRO, technology, and professional services.
  • Establish procurement policies, governance frameworks, and compliance standards across multiple countries and business units.
  • Serve as a strategic advisor to executive leadership on procurement market trends, supply risks, and sourcing opportunities.

Strategic Sourcing & Category Management

  • Drive strategic sourcing initiatives to achieve sustainable cost reductions and value creation.
  • Lead complex negotiations for major contracts, framework agreements, and strategic supplier partnerships.
  • Develop long-term category strategies based on market intelligence, spend analysis, and business requirements.
  • Ensure competitive sourcing processes while maintaining quality, safety, and operational standards.

Supplier & Contract Management

  • Build and maintain relationships with key regional and global suppliers.
  • Develop supplier segmentation and performance management programs.
  • Lead supplier risk assessments and business continuity planning initiatives.
  • Ensure effective contract lifecycle management and realization of negotiated benefits.
  • Drive supplier innovation, sustainability, and localization initiatives where appropriate.

Project Procurement

  • Provide procurement leadership for major transport and infrastructure projects throughout planning, tendering, execution, and commissioning phases.
  • Support bid preparation and project mobilization activities with commercial and procurement expertise.
  • Ensure project procurement activities meet schedule, budget, quality, and compliance requirements.
  • Manage procurement risks associated with large-scale capital investments and complex supply chains.

Supply Chain Risk & Governance

  • Establish proactive risk management frameworks covering supply continuity, geopolitical risks, logistics disruptions, and supplier financial stability.
  • Ensure compliance with applicable regulations, ethical sourcing standards, and corporate governance requirements.
  • Develop contingency sourcing strategies for critical categories and projects.
  • Lead procurement audits and governance reviews where required.

Digital Transformation & Continuous Improvement

  • Champion procurement transformation initiatives, including digital procurement tools, analytics, and automation.
  • Enhance procurement processes through standardization, data-driven decision making, and operational excellence programs.
  • Establish performance metrics and dashboards to measure procurement effectiveness and value delivery.
  • Promote best practices and continuous improvement across regional procurement teams.

Leadership & Talent Development

  • Lead and develop a high-performing global procurement organization across multiple countries.
  • Build strong succession plans and talent development programs.
  • Foster a culture of accountability, collaboration, innovation, and ethical conduct.
  • Drive alignment and capability development across regional and local procurement teams.


Qualifications:

  • Bachelor's degree in Supply Chain Management, Procurement, Engineering, Business, Finance, or related discipline. MBA or advanced business qualification preferred.
  • 15+ years of progressive procurement and supply chain leadership experience.
  • Significant experience within transport, infrastructure, construction, engineering, logistics, or related asset-intensive industries.
  • Proven success managing large procurement organizations with exposure to Asia markets 
  • Experience leading procurement for major capital projects and infrastructure developments.
  • Demonstrated track record of delivering substantial cost savings and supplier performance improvements.
  • Strong experience in strategic sourcing, contract negotiation, and supplier relationship management.
